Linux libbitcoin-network build

On Linux, the following build systems are officially supported: Autotools, CMake List & CMake Preset. There are 3 install scripts. One for Autotools (install.sh) , one for CMake List (Install-cmake.sh) and one for CMake Presets (install.sh-cmakepresets.sh). It can be build either static or dynamic. It is tested and officially supported on Debian/Ubuntu. The Continuous Integration Builds are on Ubuntu 24.04.2 LTS.
